ABSTRACT
Levels of waste management services offered by the current supply-driven national policies for small and medium towns of India (referred to as semi-urban areas "SUAs") neither avoid public health risks nor improve environmental quality. This paper discusses policy and planning strategies that include assessment of demand-side information to prioritize new waste management initiatives.

It examines the application of the contingent valuation method (CVM) to implement the suggested strategies through a case study of four SUAs. The findings indicate that the approach can contribute useful inputs for the planning and provision of waste management services in SUAs that are both environmentally sound and economically efficient.
